01Abstract
This proposal supports a real legislative initiative currently under public voting on Brazil’s Federal Senate e-Cidadania platform, created by the author of this submission. It aims to introduce Space Law as an elective subject in high schools and mandatory in Law schools. 02The problem
Brazil possesses strategic potential in the space sector, including geographic advantages, satellite programs, launch infrastructure, and increasing participation in international discussions involving space activities. However, the country still lacks broad academic formation in Space Law.
Most students graduate from Law schools without any formal contact with subjects such as:
* international space treaties,
* orbital governance,
* satellite regulation,
* liability in space activities,
* private space companies,
* space sovereignty,
* space mining,
* ethics in emerging technologies,
* artificial intelligence in aerospace systems.
This educational gap may limit Brazil’s ability to develop qualified professionals capable of participating in future regulatory, diplomatic, scientific, and commercial discussions related to space activities.
The proposal seeks to promote early awareness and academic preparation in an area that is expected to become increasingly strategic in the coming decades.
